GUIDELINES ON APPOINTMENTS UNDER PROJECTS
2.1 Appointment: Recruitment under research projects of the University as per this Bye Law.
2.2 E-Office: Electronic system of the University for transaction of its business.
2.3 Projects: Research Projects of the University/SAU whether intramural or extramural.
2.4 Project Investigator/Director: The teacher of the University who has undertaken the research project.
2.5 Outsourced staff: Staff outsourced by the University and excluding its regular staff.
2.6 Regular staff: Employees of the University appointed through a contract of employment as per its Rules, Regulations and Bye Laws.
2.7 Teacher of the University: As defined by Rule 23.
3.1 Short-Term Appointments: Appointment of qualified candidate(s) for a maximum period of three months by a short-term and work-specific contract.
3.1.1 The Project Investigator (PI) or Project Director can hire the services of qualified candidates against vacant posts for a specific work pertaining to the project and up to a maximum period of three months.
3.1.2 The PI may propose a 3-member committee including the PI and obtain approval from the competent authority.
3.1.3 Advertisement of a short-term position is optional.
3.1.4 The PI can make such requests through e-Office.
3.1.5 Emolument shall depend upon the qualification of the applicant. The maximum salary for this position shall not exceed INR 15,000/- per month. This salary provision may be revised in future as per the norms decided by the University.
3.2 Long-Term Appointments: Appointment of qualified candidate(s) for a period beyond three months and annually extendable on the recommendation of the PI or Project Director for a maximum period of five years or for the duration of the project, whichever is earlier.
3.2.1 The PI shall take approval of the competent authority for making such appointments against the vacant position(s).
3.2.2 The position shall be advertised through modes such as SAU website/emails & social media.
3.2.3 The PI shall clearly state in the advertisement the essential and desirable qualification(s) for the position as per the Funding Agency’s norms.
3.2.4 The PI has the following two options for selection of the candidates for this position: Option I: Walk-in test/Interview; Option II: Shortlisting of the applications followed by test and/or interview
3.2.5 The advertisement shall specify the selection mode: Option I or Option II.
3.2. 6 After receipt of the PI’s request, the Research & Development (R&D) office shall forward the details to the ICT Division for announcing the post on the University’s website.
3.3 Appointments of outsourced staff of the University
3.3.1 As per the General Conditions 5.1 of the employment contract of the SAU Non-Teaching Staff, regular employees are not eligible to take up employment in any of the projects in SAU.
3.3.2 Outsourced employees, who are working in SAU may be recruited in a project. For recruiting them, a 3-member committee may be constituted, including the PI, and after obtaining approval from the competent authority.
3.3.3 Outsourced employees may be appointed in only one project at a time.
3.3.4 Salary may be regulated as per the discretion of PI and norms of the funding agency.
3.3.5 The outsourced employees can work on the project outside of their regular office working hours. The primary work assigned to them in their concerned unit shall not suffer. Office hours and the office resources of their primary work shall not be used for the project work.
3.3.6 The PI shall duly obtain concurrence of the respective Divisions before appointing them into the project.
4.1 Option I: Walk-in Interview
4.1.1 The PI shall form the Selection Committee after obtaining due approval of the competent authority and finalize the interview date, time and venue.
4.1.2 The uploaded advertisement shall clearly mention the date, time and venue of the walk-in interview. The Interview date shall be scheduled at least 7 days after the date of uploading of the advertisement. The interested candidates shall report for the interview as per the communicate date, time and venue. The candidates shall be advised to bring original certificates/testimonials at the time of interview.
4.1.3 The PI with the help of the Selection Committee shall conduct the interview and shall ensure its smooth conduct as per SAU norms.
4.2 Option II: Shortlisting followed by Interview
4.2.1 This option is advisable in cases of expectation/receipt of a large number of candidates/applications.
4.2.2 The candidates shall be given at least 7 days time to submit their applications from the date of publication of the advertisement.
4.2.3 The applications can be invited either in respective departments post or through web link or directly by the PI (through post or email), depending upon his/her convenience.
4.2.4 The PI shall shortlist the candidates on the basis of advertised minimum qualifications/experience. However, the shortlisting criteria may be higher than the advertised minimum depending upon the volume of applications received against the advertisement.
4.2.5 The PI shall suggest a Selection Committee and, after obtaining due approval of the Competent authority, fix the date, time and venue of the interview. These details shall be shared in advance with the R&D office.
5.1 No application fee is required to be paid by the applicants.
5.2 Applications received after the last date shall not be entertained and the PI shall not be responsible for any postal delay.
5.3 Incomplete applications are liable to be rejected.
5.4 The PI may hold online interview in appropriate cases.
5.5 In case of any inadvertent mistake detected at any stage of the process of selection and even after issuance of the offer of appointment, the PI reserves the right to modify/withdraw/cancel any communication made to the candidate.
5.6 The Selection Committee may also recommend the candidates for appointment and place them on panel which shall remain valid for the duration of the project or one year, whichever is earlier. However, the panel shall expire if fresh interviews have been held for the project positions.
5.7 The offer made to the selected candidates shall be subject to the submission of proof of their requisite qualifications and experience.
5.8 The procedure and schedule of selection shall be clearly mentioned in the interview letter, which shall be sent at least 7 days in advance to all the shortlisted candidates by the concerned PI by speed post and/or email.
5.9 After the interview/selections of suitable candidate, the PI shall send a signed copy of the Selection Committee’s minutes to the R&D office for further processing and approval of the competent authority. The minutes should clearly mention the Project No., the Post Advertised, Shortlisting Criteria (if any), Name of the selected candidates, salary proposed, justification if any (for fixing salary other than at the start of the salary slab) duly signed by the committee members along with applications/CVs of the selected candidate(s).
5.10 After verification of all the details by the R&D office and approval by the competent authority, the R&D office shall issue offers of appointment to the selected candidate(s). Once the candidate has joined the project, the PI shall submit his/her joining report to the R&D office for record.
5.11 Any cancellation of recruitment or change of qualification in published advertisements shall take effect upon approval of the competent authority. Scheduled Selection Committee meetings shall not be cancelled or rescheduled within 24 hours in order to avoid inconvenience to the appearing candidates specially from outside Delhi. In case of absence of the Chairperson or PI/Co-PI due to exigency, his/her nominee may be deputized for ensuring a smooth conduct of interviews as scheduled.
5.12 The sanctions in a project and the spending norms of the funding agency shall be binding. Where the funding agency has express provisions on or restrictions to sanctions and/or spending, they shall be followed. For example: Qualifications and salaries of project staff (such as JRF/SRF/RA) sanctioned by various funding agencies are bound by their respective circulars. The PIs shall not, at their discretion, recruit project staff without obtaining a prior permission of the funding agency.
6.1 For both the Short-Term and Long-Term Appointments, only hostel accommodation may be provided, subject to its availability and on a case-by-case basis.
6.2 On allotment of accommodation, the applicable HRA or fees shall be deducted by the SAU.
6.3 While providing the hostel accommodation, priority shall be given to SAU students.
7.1 Appointments may be renewable as per project.
7.2 The PI has a right to terminate appointment with a notice of one month depending upon the performance or conduct of the appointee.
7.3 The appointee may resign from the post by giving a one-month notice or salary in lieu of the said notice period to the PI.
7.4 Resignation/termination letters duly signed by the PI shall be forwarded to the R&D office.
8.1 The candidates shall submit clearance/no dues certificate to the R&D office for their final settlement.
8.2 Signature/stamp of all concerned Divisions/branches/sections in the NO DUES/CLEARANCE Form must be obtained for processing their case for final settlement.
9.1 Any matter arising out of this Bye Law but is not expressly provided for in it, shall be resolved with cognate reference to it, international character of the University, and without derogation from any relevant Rules, Regulations, Bye Laws and/or decisions of the competent authority.
9.2 This draft guidelines may serve as Bye Law after its approval by the Governing Board.
